Hazara Baradri's woes - Who all have to be blamed along side PM

There is too much anger among Social Media non-scholarly analysts & pseudo intellectuals including myself are still angry on Prime Minister alone. PM didn't kill them. We all did. It is ok to vent out the anger. But it would be strange to remain fixated on one person for all the blame because reasons are multiple. Lets see, are there any other contenders of blame in this dark game:
Firstly, our approach towards blaming system needs revisiting. Blaming India and getting away with own shortcomings is an easy way out. Yes, India is to be blamed for its constant patronage of anti-Pakistan elements. And has been well exposed internationally. However, for a change, instead of conveniently pointing finger towards India, its time to expose weaknesses within
1. Successive govts failed to give protection to Hazara. We all failed to bring them in mainstream. Baloch political leaders made heaps of money but when in power they are never found in leading role or speaking out for the rights of Baloch underprivileged. When out of power, they keep harping the stereotype narrative of deprivations. 
2. Its been a consistent intelligence failure to intercept such plans in planning stages. Chief Executive should stamp his authority by sacking intelligence gathering bosses of Balochistan. 
3. All LEAs failed to stop execution. Chief Executive should sack those enjoying multi-layered perks & privileges including their couple of generations in the shape of sarkari houses, plots, vehicles, servants, free fuel, free tickets, permissible discounts and forceful discounts (where applicable).
4. Home Minister of Balochistan must be sent packing. But political compromises of alliances take their toll.
5. Politicians and their accomplice media men have their own agendas. Few days back, FC jawans martyred in the same area but it could hardly garner any political points so they let it pass as if nothing happened. Did Maryam, Bilawal or Maulana even made a phone call to condole the bereaved? Come on people stop playing into the hands of these companions of dajjal.
6. Now to Mr PM. Should have gone earlier. Should have stayed mum. Statements like blackmailing by the affected families are superfluous rather detrimental to a stance otherwise logical that it shouldn't be a precondition for burying the dead for PM to reach at site when all the demands have been agreed to fulfil.
